About the Connecticut Package Stores Association:
Thank
you for your interest in our association! The Connecticut Package
Stores Association (CPSA) is a prominent group that serves to promote
and protect the interests of the liquor retailers. We have a long
history of providing services and programs to member stores and
defending the rights of package store owners at the state legislature.
Our executive director and staff as well as lobbyists are constantly
working to provide opportunities for stores and work with the
legislature and the Liquor Control Commission to ensure that the
three-tier system remains strong. Some of the issues, which were active
prior to and during the legislative session and we have won over many
years are:
- Year round Sunday Sales and extended hours (This is always an issue)
- Wine in food stores and convenience stores and beer in convenience stores and gasoline stations
- Holiday and all Sunday sales after Thanksgiving to New Year’s
- An administrative penalty by regulatory authorities even if a permittee is found not guilty in court
- Giving police powers to Liquor Control Inspectors for regular arrests of permittees
- Direct shipment of wine (CPSA ensured that retailers would not be compromised)
- Jumbo case and quantity discount legislation
- Prevented manufacturers from changing the definition of posted bottle price and minimum bottle

association
- we answer all your questions on industry concerns and
inquiries
- an annual golf tournament
- monthly board meetings
- basic
legal support for industry issues
You
can also save money by joining CPSA because we have partnered with
RBS/Century Payments for all of our member's credit card and debit
processing (See specifics in Marketing/Partners section). This cannot
be beat and is only available to CPSA members.
These
are among the many advantageous services that CPSA can offer you.
Without CPSA nothing would stand in the way of major changes for the
benefit of other interest groups other than package stores. We need you
as a member to stay strong as an organization. Membership dues for
package stores are $250 per year. If you are interested in joining,
please fill out the application and return it to our office with
payment. No one of us is as strong as all of us.
For over thirty years CPSA has also been involved in the following:
- Required licensing of delivery companies that try to deliver alcohol beverages
- Allowed the sale of industry related promotional clothing items
- Required advertising disclosures by out-of-state retailers
- Allowed the sale of multiple packages of liquor products and obtained
stronger penalties for minors who attempt to purchase alcohol
- Allowed the net price of spirits to be advertised with a manufacturer's rebate included
- Defeated efforts at the Capitol to increase hours of sale and to expand
days of opening to include Sundays. (What would being open until 10pm. at night and open on Sundays do to your overhead?)
- Lobbied successfully for an increase in the penalty for minors who attempt to purchase alcohol
- Defeated an amendment allowing grocery stores unlimited ability to be owners of package store permits
- Testified successfully to defeat the applications of Costco Wholesale Corp. for grocery beer permits
- Testified successfully to protect the “Backer Information” provision on store permit applications
